Scouts often say "he throws an easy 96" as a component. On the other hand they say he is a max effort guy or something as a negative. 

Usually with max effort they mean that this guy doesn't project as a Starter but as a reliever.

 

But is there really such a thing as easy velocity or is that just something scouts use to gilla their sheet?

Yes there is such a thing as easy or effortless velocity.  It is more of a visual thing because no one knows, other than the pitcher, how much effort he is putting into a pitch.

The more effortless things look the more desirable.  Most recent example of easy mid 90s velocity would be Jason Groome.  He basically looks like he is using the same effort as a BP pitcher, except the gun reads 96 at times.
