This happened last night, high school summer ball.
Runner on first starts steal attempt at time of pitch, the pitch ends up being wild and bounces over the fence out of play. The umpire put the runner on second after he had run to third. Was this correct or would awarding the runner third be correct?

You answered your own question in your second sentence....

The award for the ball going out of play is based on the base that the runner held at the "time of the pitch" which was first......thats why 2nd is the correct award....
