A Pro Scout or College Recruiter will tell you that they'd love to have a 6'3"-6'5" physical RHP with a 94-96 mph Josh Johnson/Justin Verlander fastball, a Felix Hernandez breaking ball, and the command & mound presence of Doc Halladay.

Sunday I watched the Padres RHP Dustin Moseley and Dodgers Jon Garland battle each other. Both pitchers had fastball's that sat in the 86-88 range on Sunday afternoon, maybe touching 90 a couple times, and they were getting outs. Dustin Moseley has a 1.63 ERA so far this season for the Padres.

The Phillies and Mets played on ESPN Sunday Night Baseball. 6'10" Chris Young out pitched Cliff Lee in that game. Young did it with a fastball that never registered over 86 mph, and most of his fastballs were 83-85. Would I rather have a 92-96 mph Verlander, Hernandez, or Johnson on my team? Yes, but I think we're going to see more teams that are willing to take chances on strike thrower's that have excellent command...especially with the steroid era in our rearview mirror, as the long ball isn't as prevalent in the game now...and BBCOR is having a huge effect on the college game.

hmmm, sounds like my son except he's a position player (bragging now!).
It depends on the program. If I am a program that simply can not compete with the major programs around me he would look like this:

Short, dumpy, average grades, throw low to mid 80's, can really pitch, can really spin a breaking ball, has a great change up, loves to compete, has a great work ethic, and is a great kid.

Then they would pass on him and I would get him. Then this perfect pitcher for me would blossom at the college level. Grow into his man body. Dedicate himself to our weight and conditioning program, long toss program etc etc and be throwing low to mid 90's, still have that nasty off speed stuff, still be able to really pitch, still love to compete, still have that great work ethic and now be a great young man.

And everyone would be wondering why he didn't get recruited by those other schools when he shoves it on them in a mid week game and later in a regional and then later when he is drafted.

Perfect for one is not good enough for another. Its all in how you look at it.
I've heard that they are looking for the guy who touches 90 with pitchability but doesn't have quite the velocity or projectability to get drafted high enough to sign out of HS. Grades simply have to be good enough to get accepted and require less than superhuman effort to keep him eligible.

Strasburg, Weaver and Clemens come to mind even though Strasburg threw a bit harder than that.
