It's a swing and a miss with a dropped third strike.
The first part of the definition of foul ball is that it is a batted ball.
This ball wasn't batted. It can't be a foul.
The rule you hoped would kill the play with an out reads:
"A batter is also out when ... An attempt to bunt on third strike is foul."
Failing to hit the ball at all does not produce a foul.

Although it doesn’t affect the play, I’m curious to know whether the pitch was DROPPED as in a passed ball, or in the dirt or really difficult to catch in flight as in a wild pitch. Also, was the runner on 3rd credited with a SB? That’s the SK in me coming out.
Since there was no foul on the bunt, I think in OBR the rule is 6.05(b) and (c) which I think is the same for all rule sets. It is the rule definition of a legally caught third strike and first base is open. If the umpire ruled the bunt was offered but missed it becomes like any other swing and missed strike 3. FWIW rule 6.05(d) addresses a foul bunt for strike 3.
With first base open the Batter/Runner is entitled to attempt to advance to first base, so the ruling comes down to the two parts of the play:
1) Bunt offered? - Yes Strike 3
2) Legally Caught? - No then Batter Runner must be put out. If yes then Batter/Runner is out.
By the original post it is not clear to me if the catcher dropped the ball or it hit the ground on the pitch or only when the runner on 3rd came to the plate.
If it was on the play on the runner on third then I would contend the play on the Batter Runner ended when the catcher received the ball and then made any move in control of the ball to make a play on the runner from 3rd base sliding (presumably) into home plate.
Any bobble that hit the ground, bounced pitch or otherwise not legally caught pitch Batter/Runner may advance.

I saw it once. Worked like a charm--caught everyone off guard. He was down a bunch and it sparked a sizable two-out rally that gave them the lead.
If bases were loaded he would have just needed to tag home.

Maybe I'm reading it wrong, but I don't see where there was either bases loaded or two outs.
