That is a terrific question.
There is no one answer, I don't think. There probably are a range of approaches.
On one extreme, this site was filled with discussion 2 years ago when a coaching change took place and the new staff, in effect, told nearly every NLI signed player, and many returning players, to not show up in the Fall and if they did, they would not play, but the NLI/scholarship would be honored.
That staff cleaned house and literally brought in their own players by the time school started.
On the other extreme, some schools will keep the recruiting coordinator working during the transition, if he is under contract. Of course it can be a tough job to be recruiting when the head coach isn't known and rumors are flying every which direction. But, that recruiting coach has every reason to do his best to fulfill his contract despite the tough circumstances.
