After a player finishes his sophomore season in junior college, is he able to freely try out for a D1 team. I realize that high school players cannot just try out at a D1 school, but what about players that are not affiliated with a program anymore?
For example, the juco season ends on May 15. The player is no longer on a junior college team as his elibility is up. Can that player thow a bullpen for a D1 school on May 17?

As far as I am aware (I could be wrong), D1 rules prohibit anyone to try out on their campus. Not sure of off campus.
It's best to contact schools (not just D1) the player is interested in, now. Actually the player should have been in contact with schools when he entered the JUCO program. The next signing period is in April.
It is also a good time to talk to the JUCO coach regarding future plans and how he can help in the process.

The way I understand it, most of the recruiting rules for JC players are no different then those for high school players.

If the player doesn't have any interest from a D1 team by the end of his JC years, I think walking on would be very difficult if not impossible. If no D1 interest is shown, the player should consider looking at/contacting D2/D3 schools. Many D2 schools in CA have a lot of JC transfers/walk-ons. The JC players coach should be able to help with D2/D3 schools.

Another alternative is to attend an on-campus prospects camp.. however I imagine there aren't a lot of prospect camps remaining (easter?). You'd have to check with the coach to see if he'll allow a JC player at the camp.

At the very least the player need to arrange a decent summer team ASAP to keep the process alive as many schools recruit JC players all the way up to the start of the fall term.

btw 4 year coaches can attend the player's practice and often do at JC's because they are able to see more then one prospect, unlike high school.

He is approved by NCAA clearinghhouse. He will be close to having his Associate degree. He will definitely have 60 credit hours completed. He has interest from a few D1 schools. The trouble is getting them to see him in the next few months. His team had only two fall games and the schools were not able to attend. He was All Conference his freshman year and has several D2 offers. He is just trying to get some exposure before making his decision.
