What do you make of this NFHS case play, which was revised in 2009?

*6.1.2 SITUATION D: F1, while on the pitcher’s plate in either the windup or set position, (a) adjusts his cap or (b) shakes off the signal with his glove, or (c) shakes off the signal with his head. RULING: In (a) through (c), these are legal actions if these movements of the arms and legs are not associated with the pitch.

Compare that to the 2008 version:
6.1.2 SITUATION D: F1, while on the pitcher’s plate in either the windup or set position, (a) adjusts his cap or (b) shakes off the signal with his glove, or (c) shakes off the signal with his head. RULING: In (a) and (b), this is an illegal pitch or a balk if there are runners on base. These are movements of the arms or legs not associated with the pitch. In (c), this is legal.

Seems to me that wiping a hand on the pitcher's pants is pretty similar to adjusting the cap.

The interp we got from Indianapolis on the change is that was describing action before the hand touched the ball.
