Big thing for us is we are going to follow the advice that Dr James Andrews gave recently on radio in that it is best for kids to not throw for 3 consecutive months.   Considering that my 2021 plays Fall Ball we are not going to even let him begin throwing at all until Jan 15th or Jan 31st (depending on when Fall Ball ends in October)

Since it's June, your question about a "winter throwing program" that's just for two weeks raises a lot of other questions about exactly what your question is. 

But, if you are just talking about a player who will not be playing or practicing for a few weeks and wants to maintain, the Jaeger band and long toss program a few times a week along with some general core/conditioning work should do the trick.  Maybe add in a day a week of just playing catch out to 120 ft or so.  If a P, sub this catch with a flat ground or short pen.

When are high school tryouts for your son? You might work backwards from that date. I assume he would start throwing about a month b4 tryouts if you want him to come in with a full strength arm. Can depend on how competitive the program and his goals.

March 20th or so.  Late March.  We're in Wisconsin

I don't know what benefit you will see from a 2 week program. My son did a plyoball throwing program last winter for 6 weeks with a 2 week ramp up to full throwing and it worked well for him.

That is a good place to start.  You can also search for return to throwing program and find many options.  I think most are at least 4 weeks, 2 weeks is not enough.  I think a ramp up return to throw program is as important as the 2-3 month rest after any time off of throwing.
