I have been told before that you should work around the plate when throwing to second. Is this correct???

Don't try to work around the plate because that will waste way to much time. Try to gain some momentum towards second base. On the outside pitch that is sometimes difficult so you may just have to pretty much get it out by planting that rear foot and chucking it on down.

I wouldn't worry about working around the plate if I were you. Just try to get it out as quick as you can and it's not like you will be stepping on the plate anyway so you should be alright.
Keep the momentum going forward toward the bag at second. You dont want to fall off to either side, because your throw will go there too. Lean back, and you are taking velocity off of your throw. I found the best approach was to fire out forward(not taking steps, but just exploding forward, and nothing else)and get the ball the back of your head to snap throw.
