Under HS rules (with runners on 1st and 3rd) does a RH pitcher have to break his hands when stepping to third and then to first? My understanding is that this is a balk because the runner at first is being deceived but not seeing the motion of the pitchers hands...

Balk. Pitcher has to pull hands apart when stepping off the pitchers plate.

He does not have to make a throwing motion when he steps to third, but if he stays engaged when he goes back to first he has to throw. If he disengages on the step to third he does have to do anything except to step back at first. As long as he seperates at some point before reengaging then he is fine.
