Lefty pitcher, men on first and third. Pitcher raises right leg (does not go toward home), steps to first, turns and fires to third. Ump called balk. Was that the right call? He said if he moves to first, he must throw, but I thought the only time he "has" to throw is when he moves toward home plate...Please let me know the rule. Thanks alot.
