Did a little more digging around. Seems that the commissioner of this new league was formerly a coach in the Carolina Beach League. In fact his team seems to be transferring from the old league to this new league. The new league seems to be operating more or less on the same basis as that league -- using the same resort to house players, charging roughly the same fees, same length season. I'm guessing there might have been some sort of falling out. Judging from the old threads about the Carolina Beach league, this seems definitely like one to avoid!
