Iowa,
A top prospect, regardless of whether he wants to be drafted or not, makes his college decision a priority before the draft.
Because they are top prospects, they have the luxury (others don't have) of being advised in taking their visits and taking their time with their decision. Where they decide to go to school and play and their scholarship amount plays an important part in their draft position.
Most players will not commit early. Most will commit from now all the way up the the hs season in the spring. Some will sign in June and I have seen guys sign in July.

The D2 D3 and JUCO's will wait and see who is available after the top tier guys have made a decision. They do not want to waist time on players that they do not believe they have a chance of getting. Some will be more aggressive.

At least around these parts the vast majority of the players that move on to the next level will sign during the Sr year and many during the Sr year of HS baseball. I had a sr last year that was scouted during our season and made a decision with 2 weeks to go in school.

If your talking major D1 then most of those guys have filled their needs. But even with those schools things can change quickly and they can be out there beating the bushes late looking to pick up an arm late or a catcher etc.
But TRhit - won't all the blue chippers who haven't committed yet sign in November during the early signing period?

I will support you this far - If you are a good player and have no decent offers, you can still get a good scholarship in the Spring when colleges determine their final needs. Keep working hard and keep your grades up.
I would expect the top prospects to commit by the early signing period except the player who is also considering playing football, who if commits to a baseball program will not be able to play football in college.

One of the possibilities is that these top prospects have a certain “advisor” and they are practicing for the 2009 draft of waiting to the last minute to commit to get the best possible deal.

One consideration that some of the top programs will have to still consider with the roster limitations, do they take the effort committing a top prospect that they do not have a chance of actually getting on campus due to the high possibility of signing and having to look for a replacement which could not be as highly regarded. Look at some of the programs that even lost middle round prospects at the very last minute.
