I was wondering if someone could give input to this.
I noticed from reading BB America that many of the top signed pitchers have put in few innings while some of the lower round pitchers have lots under their belt. Not necessarily this past year's draftees.
Do the teams realize that development is a slow process and limit their big investments while making their other pitchers be workhorses?

There could be a few reasons. The higher draft picks may have taken longer to sign, they may have been playing in the CWS, they may have thrown a lot of innings prior to signing, etc. I'm sure there are even more reasons.

I have noticed that in our system the last couple years the front office is in no hurry to
get their top pitcher's on the mound. Like you mention and Gratful adds, they have all pitched a ton of innings for their colleges.........They really do need a rest.
Protect the investment.

Last year 1 & 2 made late debuts and that was with the blessing of Mr. Ricciardi

Top freshmen are in the same boat depending on which coach you speak to. If they have had a huge impact as a frosh and the chances are good that next year will be even better, some will advocate rest like what occured with Dave.

Case by case basis...hopefully for the health of his arm and the program.
