It is interference. It is not a violation of FPSR.

The Force Play SLide Rule mandates that when choosing to slide on a force play, it must be a legal slide and then goes on to describe said slide. Sliding is not mandatory. One may choose not to slide, but he still may not interfere.

Correct, although in this case the result will be the same (2 outs) most of the time.
