I'm guessing it is an estimation. it is about the number you hit out of course but also how you hit them out. I don't think there is a protocol like 10 out of 15 is a 70 or so.

The more you hit out the better but a guy that hits 4 out but hits absolute moon shots might get a higher power grade than a guy who hits 7 out but only clears the fence by a foot or two.

It is subjective but I think any decent scout can see (and hear) it pretty quickly if he sees a guy with 7 or 8 raw power.

Grading Raw power is very much a distance thing.  How far can someone hit a baseball. Can see it in BP or in games.

Grading Power is very much a frequency thing. Based on true HR distances. Need to see it in games against good pitching.

So it is possible to have an 8 Raw power grade and a 5 Power grade.

Gap power adds to the hitting grade.

This is why scouts want to see BP.  Then see the games.
