My freshman son plays for a mid-major D1 as a scholarship player. He has not been assigned to a summer league. Is this unusual and/or worrisome at this early stage of the season. He did survive the cut to make the preseason travel squad but has received minimal playing time in these first couple weekends. Many of his teammates already know their plans and have known of them since the fall.

Never a bad sign.
As Pudgemom related, it is time to contact summer leagues near to the school and your home. On the West Coast we have two new leagues this year.

GoodEye: What position does your son play and what area of the country do you live in? Pitchers are always in need in summer leagues, even late and often right before the summer leagues start. Even position players open up for various reasons later in the spring.
I encouraged my son to go talk to the coach, and suggested if he didn't take the initiative, the coach might not be very helpful.
Unfortunately, there is no public track record of stats on a freshman for the the Summer League GMs, so they rely on the coaches and hearsay before they contract for a frosh.
Good luck!
How did your son make out? Were is he playing this summer?
He was planning to go to Hawaii, but they are converting the player housing into condos, so they canceled the season.
He is now in the Beach Collegiate League in SC run by Sean Lomas.
