If a JUCO offers a scholarship and the player accepts the offer, is there a letter of intent that is signed? Are JUCOs on the same calendar as 4 year schools?

It depends on the organization the JUCO is associated with. Example - The NJCAA does have a letter of intent. Here's two links: Prospective NJCAA Student-Athlete and National Junior College Athletic Association - Homepage. If you click on "Find a JUCO by sport" option on the homepage you will get the names of the 391 schools with baseball that are part of the NJCAA (JUCO Div I, II and III).

If you are referring to the NCAA recruiting calendar with Dead periods, Quiet periods, Evaluation period, etc., the answer is no. Jucos are not bound or restricted by the NCAA guidelines.
