25% minimum in D1, but I think it's cost of attendance rather than just tuition. Hopefully, 3FG will chime in on that. D2's can spread the money around however they want.
The original plan in 2008 was for it to be 33 1/3%. But, that was changed to 25% when they finalized the rule. Haven't heard any recent talk of changing the percentage.
It's neither a fraction of tuition or the cost of attendance. If any athletic money is offered in D1, it must be at least 25% of a "full grant in aid", also termed an equivalency. That's tuition, fees, room/board, and a fixed amount for books. The COA is a term used in federal need based aid, and the COA is typically a couple of thousand or more dollars than a full grant in aid.
