Which gets us back to the topic of recruiting HS freshman.  If the pro scouts have a hard time determining the goods from college to the MLB, how can RC's make these evaluations for colleges for players at such a young age?  

I think some kids really develop over time, but I also think the majority that are top players as freshman are typically still top players as seniors.  Others may have developed and passed them but again, we saw the same kids over and over at invitationals.  New ones here and there of course, but the familiar names were usually always in the mix of top performers.

I'd be curious what types of schools recruit really young kids.  The ones I am familiar with are good baseball schools, but not the very best around.  I am thinking that they may reach a little bit so they don't have to compete on equal footing with higher ranked schools.

Take a look at PG's commitment section. The top ranked programs are the ones who lead with 2023 commitments.

Louisville - 6
Miami - 10
Florida State - 8
Oklahoma - 6
Georgia - 5
Mississippi State - 9
Tennessee - 6
Virginia - 6

There are a handful of other schools like Vanderbilt, Arkansas, etc that have 4.

The P5's are going to be the first out of the gate (especially SEC, Big 12, ACC) to go after the younger players.
