Runner on first, sac bunt, 1st baseman fields, the second is late covering.
When the Sac bunt guy scores later in the inning, is he an earned run? (no other physical errors)
I think so but I wanted to be sure.

Yes, Earned run, unless the official scorer ruled SH and safe on E-4, then it would be unearned.

The official scorer would be wrong, there is no basis to give a fielder an error for that situation. If the batter was afe beacuse of a bad throw, or a dropped throw, or some mishandling of the ball there could be an error charged, but not otherwise.
Section 10.3
"NOTE (1) Slow handling of the ball which does not involve mechanical misplay shall not be construed as an error. "
"NOTE (3) Mental mistakes or misjudgments are not to be scored as errors unless specifically covered in the rules."

Had that exact situation happen this year. Correct no error and an earned run allowed.
