Does anyone know if they have a banned substance list? Does NJCAA even test? I just don't want to take something obscure and find out you cannot.

In principle, the NJCAA does test. I don't know how often they do so. The NJCAA is supposed to have a list of banned-drug classes, but I don't know how to find it.
What they don't have, and neither does the NCAA, is a list of banned substances. Instead, there is a list of drug classes, and substances which are chemically similar to a class are also banned. So there is no exhaustive list of banned substances. If there were, then enterprising chemists would synthesize variant drugs which would be technically legal.
The basic idea is that a player should ask the NJCAA/NCAA before taking anything. That way the player needn't understand the chemistry of any substance. If you really want to see a list of banned-drug classes, use the NCAA list. The NJCAA list is probably very similar, if not identical.
Thanks for the info, I knew you would know. I am just concerned that he takes something from GNC or wherever, and then he fails a test . So we should call and say is it ok to take xyz brand ?
My son was tested each year when he attended a NJCAA college in Florida.
My son played 2 years JUCO in Alabama and was subject to drug testing. Check the college website to see if they have any information concerning this. The college my son attended had this information on their web site for prospective student-athletes.
