Check out LakePoint's website and you'll see the long range and complete plans for the complex. First, realize that PerfectGame doesn't own LakePoint or the fields. They are tenants. LakePoint itself will host Baseball, Softball, Soccer, Lacrosse, Wakeboarding, Volleyball (beach and indoor), Basketball, Track and Field and Golf.
There are plans to build 12 fields that won't be 60/90 for hosting softball and youth baseball. Not sure if they'll be outfitted with trackman or not like the larger baseball fields are. I wouldn't expect that youth games would be on the 60/90 fields as they don't appear to have any way to change mound distance on those fields, and the 60 mound is fixed, so if they bring in a portable, it's gonna look like a camel back.
As for the current use of radar guns by PG, those are being run and reported by PG as part of their recruiting. It's being done primarily to achieve their value prop as being the lead scouting service for baseball. I don't think anyone besides parents are going to care about 9u Velo's, so I don't think there's any danger in them reporting that info or not. If they were to ask me, I'd recommend that they don't as there's zero recruiting value in it and all it might do is encourage injuries as it would likely encourage kids to try and over throw.

Chick-fil-a had their ribbon cutting ceremony on their new location at the complex earlier this week. As was mentioned, a Bass Pro is to be built on site and a Cabela's opened an exit away late last year.
