Why is it...?

Can someone explain to me why HS teams (at least around here) have pitcher and catcher tryouts that last 2 weeks, then they have the position players tryout that lasts all of 3 days?

To my way of thinking it should almost be the other way around. I think that the state rules (Ohio) have something to do with it, but it just down't make sense to me.

Pitchers at the frosh and JV level at my boys school haven't even tried out yet, but the teams are already set. I guess they just picked the best athletes available, and then they plan on finding the pitchers in that group as well.
