supposedly MLB will be holding a10 round international draft starting in 2018. Personally, I think this is a good thing.

The Sports Agents, the Japan, Korea, China pro leagues will have an impact.
MLB Teams will hire additional International scouts.
MLB Academies in Australia, China, Europe will become scouting combines.
Question: where to place the 16-17 year old who desire to sign?

I don't think pro leagues will be subject to the draft, that can only affect international amateurs.
Pro Players of Japan and Korea are not free agents so there Needs to be a buy out.
on the other Hand that could lead to international amateurs playing a year in a pro or "pseudo pro" league to avoid the draft. that is not easy to handle.
the current System is not fair either. moncada got 40M while a similar Level Amateur from america (bryce harper for example) will only get like 8-9M in the draft.
Regarding 16-17 year olds: just don't allow to sign them but Mandate they go to School the full time like american amateurs. doesn't make sense that latin Players are allowed to enter the league earlier.
It seems that there is no slotting or salary cap issues on foriegn born players. Is that true? Anyone know?
MLB has specific penalties for the teams who exceed a quota. Check with an International scout.

there is an international signing pool already.
almost all of the writers are against it. they think it is mostly a Money saving move by the owners.
Hmmmm, part of overall CBA negotiations. So you can't look at the issue and motivations solely on it's face. It's part of a larger set of issues. Of course, current voting members of MLB Union will be for limiting salary of non-voting members....as long as they get part of that "savings".

Yes, because deep, long thought and researched articles on labor negotiations take a long time to write. And very few people will read long complex articles. Easier to point the finger at "Owners" in a three paragraph or less article. Keep it short. Plus is the players think you are on their side, you get more interviews.
Yes, the Union could use that as a bargaining chip because they don't care about amateurs and minor leaguers.
basically give the owners that and get something back for the Veteran Players.

BTW, Olney's article does a good job of pointing out a lot of the "bad" of international signings.
