Can jucos offer official visits? When they tell you they would like you to visit what does this mean?

Means they want you to come take a look around at their facilities and learn about their program.
Why?
Well, most likely, the answer is because they are interested in the invitee as a future player!

Based on our experience with TX Jucos at this time of year, this usually means they're interested your guy, want to schedule a time to show him around, and then make a scholarship offer.
The visits we went on usually took about 3-4 hours and included dinner, but everything else was on our dime...gas, hotel, etc. Jucos don't have a very large recruiting budget. One school that was pretty far away did pay for hotel and another paid for gas. As best I can remember, these did not count against the limit on D1 official visits, but you might want to check that out.
Have your son call the coach and ask what he has in mind.
