Variety of reasons ....

Could be on a 2 year mission trip after HS and before college, thus not enrolled.

Could have attended a JUCO, got his associates and was playing independent ball this past year.

Could have graduated from HS as a 90mph pitcher and 5'11", but is now 6'7" and much more projectable.

Could have been injured last year of eligibility and sat out this past year doing rehab, either HS or college.

The only thing that NS (No School) tells you is that the player wasn't not actively enrolled in a HS or college this past spring, regardless of reason.
First off I sincerely mean the kid no ill will- at all. I only bring this up because it relates to this thread and think it could be a helpful topic for others.
I found this website that seems to clear up my question. Evidently he has a legitimate learning disability (so do 10-15% of all Americans) that came into play, and he had to take extraordinary steps to overcome it. He was ruled academically ineligible at ASU this year then joined an independent team to become eligible for the 2008 draft despite not turning 21 until 10-08. Interesting loophole. I hope the kid does well in the pros.
