At our little league's 10-12 division, we had an appeal situation as follows: 2 outs with runners on first and second. Batter hits a double into the right center gap, but fails to touch first base. Both runners score. After the play and before the next pitch the pitcher steps off the mound and appeals the batter at first (no issue with live/dead ball). The batter is called out at first and the runs were not counted since (per the umpires) he was the primary play for the third out and the runners were not entitled to advance. However, they admitted they weren't sure of the call and used "common sense." I'm not upset or happy with the call, I just want to know the right answer.
